【ARCFE News】 UKRAINE-RUSSIA SITUATION: HOW IT MIGHT AFFECT EB-5 REAUTHORIZATION?

Throughout 2021 and 2022, Russian military buildup on the border of Ukraine has escalated tensions between the two countries and strained bilateral relations. As the situation is getting worse, there is a high possibility that the EB-5 Regional Center program’s reauthorization along with other domestic issues, such as the budget, will be delayed for the time being. Congress’ topmost priority right now is to give President Biden everything he needs to counter Russia. Congress will also be very responsive to the American public opinion on the Ukrainian crisis.
Scenario 1: Russia takes no military action
Scenario 2: Low Intensity – Russia only attacks from the East
Scenario 3: High Intensity – Russia attacks on all three fronts: East, North and South
Scenario 1 happens: reauthorization will most likely happen in March
Scenario 2 happens: reauthorization might happen in April
Scenario 3 happens: reauthorization will happen in May or could be pushed into second half of 2022
EB-5 Regional Center program’s reauthorization is not high on Congress’ priority list as of now. All efforts right now will be prioritized towards the Russia-Ukraine situation.
