American Express Breaks Ground on 55-Story Global Headquarters at 2 World Trade Center

American Express 55-story global headquarters at 2 World Trade Center in Lower Manhattan

Governor Kathy Hochul joined city, state, labor, and business leaders on July 9 to celebrate the official groundbreaking of the new American Express global headquarters at 2 World Trade Center.

The project will be developed by Silverstein Properties on land owned by the Port Authority of New York and New Jersey under a long-term ground lease. Designed by Foster + Partners, the tower will complete the commercial office component of the 16-acre World Trade Center campus.

The headquarters is expected to generate more than 2,000 union construction jobs and 3,200 total jobs in New York City during construction. The project is also estimated to contribute approximately $5.9 billion to the New York City economy and $6.3 billion to the broader New York State economy. Core, shell, and core interior construction will be completed using 100 percent union labor.

Sustainability and workplace design will be central to the project. The fully electric, energy-efficient building will incorporate smart-building technology and pursue LEED certification. More than one acre of outdoor space will be distributed across landscaped terraces and gardens overlooking the Manhattan skyline.

American Express has maintained a presence in Lower Manhattan since its founding in 1850. The company has been headquartered at 200 Vesey Street since 1986 and will remain there until employees begin moving into the new building in 2031.

Why It Matters for Lower Manhattan Real Estate

The groundbreaking represents more than the addition of another office tower. It completes a major part of the World Trade Center redevelopment and reflects a long-term corporate commitment to Lower Manhattan.

The building’s scale, sole-occupant structure, transit connectivity, and capacity for up to 10,000 employees are expected to support the broader downtown commercial ecosystem, including local businesses, transportation activity, office demand, and neighborhood investment. The official World Trade Center project page notes that the building will connect directly to the Oculus, 12 subway lines, and PATH service.

EB-5 Investor Insight

For EB-5 investors, a landmark development of this scale offers several useful market and project-review takeaways:

1. Long-term institutional commitment matters.

A global company’s decision to build and occupy a headquarters of this scale reflects confidence in the location’s workforce, infrastructure, transportation network, and long-term economic relevance.

2. Sponsor and execution capability matter.

Large developments require experienced teams capable of managing design, approvals, financing, construction, and long-term occupancy.

3. Capital structure must still be reviewed independently.

When evaluating a real estate-backed EB-5 opportunity, investors should understand the position of EB-5 capital, collateral structure, construction financing, job creation methodology, and repayment pathway.
