Choosing an EB-5 regional center means choosing an organization that may remain involved throughout a multiyear immigration and investment process.
USCIS designation is an important starting point, but it does not by itself show how successfully a regional center has managed projects, communicated with investors, or supported families over time. USCIS expressly notes that its list of approved EB-5 regional centers is informational and should not be treated as investment advice or an endorsement.
For investors, three qualities deserve closer attention: a verifiable track record, meaningful transparency, and trust built through consistent long-term support.

1. Track Record: Look Beyond Headline Numbers
A regional center’s track record should be presented with specific, understandable facts.
Investors may want to review:
How long the regional center has operated;
How many EB-5 projects it has managed;
Which projects have reached maturity;
Its relevant immigration and project approval history;
Whether eligible investors have received repayment;
Its experience supporting investors through the I-829 stage.
Headline figures are more useful when the regional center clearly explains what they include. For example, a repayment figure should distinguish between active projects and projects that have reached maturity. An approval rate should identify the cases, projects, and period covered.
This matters because many EB-5 track-record claims are self-reported. CanAm, for example, has emphasized third-party verification and clearly defined reporting periods when presenting its own historical results.
Past performance cannot guarantee future results, but clearly defined results give investors a more reliable basis for evaluating experience.
2. Transparency: Understand the Project Before and After Investing
Transparency begins before subscription.
A regional center should be able to explain:
The project and developer;
How EB-5 capital is positioned;
The project’s financing structure;
How jobs are expected to be created;
The principal project risks;
How repayment is expected to occur.
Transparency should continue after the investment is made. Investors should understand how often they will receive updates and whether reporting will cover capital deployment, construction progress, job creation, material developments, and repayment planning.
USCIS regional center audits may examine financial documentation, the flow of investor capital, internal controls, public records, and the accuracy of information submitted by a regional center. This reinforces the importance of organized records and responsible ongoing oversight.

3. Trust: Evaluate How the Regional Center Operates Over Time
Trust is not created by one presentation or one conversation.
It is built when a regional center:
Gives clear and consistent answers;
Maintains organized project records;
Communicates material developments promptly;
Coordinates effectively with attorneys, economists, fund administrators, and project professionals;
Remains responsive throughout the EB-5 lifecycle.
A regional center does not replace independent immigration, legal, tax, or investment advisers. Its responsibility is to remain a reliable source of project information and support as investors move through the immigration and investment process.
For EB-5 families, that long-term operating discipline can be as important as the project presented at the beginning.
