Choosing an EB-5 regional center is not simply about finding an available project. The regional center may remain involved throughout a multiyear process, supporting project management, investor communication, job-creation documentation, and later-stage immigration filings.
A regional center should therefore be evaluated on five core standards: current USCIS standing, a verifiable track record, disciplined project selection, transparent investor reporting, and long-term support throughout the EB-5 process.

1. Confirm the Regional Center’s USCIS Standing
The first step is confirming that the regional center currently appears on the official USCIS list of approved EB-5 regional centers.
Investors may also review the USCIS Regional Center Terminations page for additional background.
However, USCIS designation is only the starting point. Inclusion on the approved list is not an endorsement of a regional center or its projects. Investors should still evaluate the organization’s experience, operating discipline, and ability to support them over time.
2. Verify Its Track Record With Specific Results
General claims such as “experienced” or “successful” are not enough. A regional center should be able to explain its history with clear and verifiable information.
Investors may want to ask:
How long has the regional center operated?
How many EB-5 projects has it managed?
What types of projects has it completed?
What is its project approval history?
Have eligible investors received repayment?
Does the team have experience supporting investors through the I-829 stage?
Past performance cannot guarantee future results, but a documented operating history can help investors evaluate whether the organization has managed EB-5 projects through multiple stages of the process.
3. Understand How It Selects EB-5 Projects
A regional center should provide more than access to an EB-5 offering. It should have a disciplined process for determining which projects are appropriate to present to investors.
Key areas of project evaluation may include:
Developer experience
Location and market demand
Capital structure
Construction financing
Job-creation projections
Collateral
Repayment and exit planning
A strong regional center should be able to explain why a project was selected and how its immigration and financial characteristics were evaluated.
This is especially important in real estate-backed EB-5 projects. Immigration eligibility alone does not determine whether the underlying project is thoughtfully structured.

4. Review Its Investor Reporting Practices
Investor communication should not end after subscription.
Before investing, families should understand what information they will receive, how often updates are issued, and who is responsible for investor relations.
Useful reporting may include:
Capital deployment
Construction progress
Job creation
Material project developments
Repayment and exit planning
Transparent reporting does not eliminate investment risk. It does, however, give investors greater visibility throughout the investment period and demonstrates that the regional center has an organized approach to ongoing communication.
5. Evaluate Its Long-Term Investor Support
EB-5 is not a one-time transaction.
Investors may need project information and supporting documentation through the I-526E petition, conditional permanent residence, and I-829 process. A regional center should therefore have the experience and operational structure to support a long-term relationship.
Investors should consider whether the team is:
Responsive to investor questions
Organized in maintaining project records
Experienced in coordinating with attorneys, economists, fund administrators, and other professionals
Prepared to provide project-related support throughout the EB-5 lifecycle
