The U.S. Department of State has published the November 2026 Visa Bulletin. For EB-5 investors, the key Unreserved cut-off dates for Mainland China and India are unchanged from October. All three EB-5 set-aside categories remain Current across all chargeability areas.

November 2026 employment-based Visa Bulletin chart comparing Final Action Dates and Dates for Filing for Mainland China, India, and other countries, including EB-5 Unreserved and set-asides.

The November EB-5 dates are as follows:

November 2026 Visa Bulletin: Chart A Final Action Dates

Mainland China – The EB-5 Unreserved Final Action Date remains December 1, 2016.

India – The EB-5 Unreserved Final Action Date remains December 1, 2023.

Other countries – The EB-5 Unreserved category is Current.

All EB-5 set-aside categories remain Current for Mainland China, India, and other chargeability areas: High Unemployment Area, Rural, and Infrastructure.

Chart B: Dates for Filing

Mainland China – The EB-5 Unreserved filing date remains March 1, 2021.

India – The EB-5 Unreserved filing date remains May 1, 2024.

Other countries – The EB-5 Unreserved category is Current.

All EB-5 set-aside categories remain Current under Chart B as well.

What Changed Since October?

For EB-5, the November cut-off dates do not move. Mainland China's Unreserved Chart B date stays at March 1, 2021 after its substantial advance in October. India's Unreserved Chart A date stays at December 1, 2023 after visa availability returned at the start of the fiscal year.

The continued Current designation for EB-5 reserved categories is relevant to investors comparing Unreserved and set-aside options. It describes visa-number availability in this bulletin; it does not guarantee that an individual petition or adjustment application will be approved.

A Filing Reminder for U.S.-Based Applicants

Chart A identifies when a visa number may be issued or an eligible adjustment application approved. Chart B lists dates for starting the visa application process, but USCIS separately determines which chart may be used for Form I-485 filings each month.

Before filing an adjustment-of-status application in November, check the USCIS adjustment-of-status filing-chart page for its November selection. Applicants with a listed cut-off date also need a priority date earlier than that date, along with the other requirements applicable to their case.

Planning Beyond a Single Month

Visa availability can change as demand and visa use develop. Investors should review their category, country of chargeability, priority date, and the next monthly bulletin with immigration counsel before making filing or travel decisions.

For the context behind this month's unchanged EB-5 dates, see ARCFE's October 2026 Visa Bulletin update. The distinction between Unreserved and set-aside categories remains central to an EB-5 immigration timeline.
