Another Post-RIA Project Enters Repayment: iCross × ARCFE Group 13 Begins Principal Repayments

iCross × ARCFE has reached another milestone in its post-RIA EB-5 repayment record.
On September 8, 2026, the first eligible investor in ARCFE Group 13 received the full repayment of their $800,000 investment principal after satisfying the applicable repayment conditions under the project documents.
Following ARCFE Group 12, Group 13 is now the second iCross × ARCFE post-RIA project to enter the principal repayment stage.
First Group 13 Investor Receives Full $800,000 Principal Repayment

The investment was made in a TEA-qualified project under the post-RIA EB-5 framework. USCIS confirms that qualifying investments in a targeted employment area are subject to the $800,000 minimum investment level under the current program. USCIS EB-5 Immigrant Investor Program
After the applicable repayment conditions were met, the investor received the full $800,000 principal repayment.

About Group 13B: Studio38 in Long Island City
ARCFE Group 13 includes two real estate developments in Long Island City. The investor featured in this update participated in Studio38, the Group 13B project in Dutch Kills.
ARCFE’s Group 13 project progress records the property’s development history and completion. The building now operates as Studio38, a 50-residence property at 28-08 38th Avenue.

Dutch Kills is part of the broader Long Island City area and lies near Queens Plaza, with convenient access to Manhattan. New York City planning materials document the neighborhood’s continuing transition toward mixed-use and residential development.
Principal Repayments Continue Across Pre-RIA and Post-RIA Projects
As of September 2026, all eligible investors in ARCFE-sponsored EB-5 projects whose investments had reached maturity and met the applicable repayment conditions had received their principal in full. All remaining investments were still within their contractual terms.
As of that date, no investor principal loss had been recorded across ARCFE-sponsored EB-5 projects, and cumulative principal repayments to eligible investors had reached $118.8 million.

Since August 2026, iCross × ARCFE has completed multiple principal repayments for post-RIA EB-5 investors.
